Matrix of Enacted Federal and State Restricted Substances Legislation in the USA

Restricted Substances Overview

Since the Matrix was last updated in August 2012, the following legislation has been enacted:

  • The Illinois Mercury-Added Product Prohibition Act was amended to add zinc air button cell batteries to the state's list of banned mercury-added products. The prohibition will go into effect on July 1, 2013. The Illinois Environmental Protection Agency may grant exemptions under certain circumstances.
  • Wisconsin passed a law prohibiting the sale of zinc air button cell batteries unless the manufacturer has certified to the Wisconsin Department of Agriculture, Trade and Consumer Protection that the batteries contain no intentionally-introduced mercury. The prohibition will go into effect on January 1, 2013.
