Introduction

Canada has given broad power over the control of hazardous substances in recent years to its environmental regulatory authorities. In particular, the 1999 revisions to the Canadian Environmental Protection Act ("CEPA"), gave Environment Canada, in consultation with Health Canada, the authority to "virtually eliminate" the use of any substance found to be toxic, persistent, bioaccumulative and primarily the result of human activity. In addition to federal oversight under CEPA, efforts have been made under a variety of international, regional and industry initiatives to reduce the release of hazardous substances.
