Hungary Summary


Hungary (93,030 sq km; 10,106,017 inhabitants) is a parliamentary democracy. The Ministry of Environment and Water is in charge of overall environmental policy planning and the coordination of environmental policy measures. Important issues are air quality, waste water, water protection and waste management.

Hungary entered the European Union on 1 May 2004. Under the terms of the accession negotiations, candidate countries are obliged to transpose the environmental acquis (Community law) into national law by the date of accession. However, in the case of very recent EU legislation which entails significant investments and/or infrastructure upgrades, accession countries may negotiate transition periods beyond the accession date. Hungary obtained transitional arrangements in a number of areas, including the recovery and recycling of packaging waste (until 2005), urban waste water collection and treatment, large combustion plants, WEEE targets (until 2008) and incineration of hazardous waste (until 2005).
