Malta Summary


Malta (316 sq. km; approximately 400,420 inhabitants) is a republic. Malta Freeport is one of the Mediterranean's leading ports for container transshipments.

The President, the Chief of State, is elected by the House of Representatives for a five-year term. The unicameral House of Representatives is generally composed of 65 members; additional seats are given to the party with the largest popular vote to ensure a legislative majority. Members of the House of Representatives have a mandate for five years and are elected by popular vote under a system of proportional representation. The Maltese judicial system is a two-tier system with a Court of First Instance and a Court of Appeal. Judges and Magistrates are appointed by the President and are constitutionally independent of the executive branch.

Malta entered the European Union on 1 May 2004. Under the terms of the accession negotiations, candidate countries are obliged to transpose the environmental acquis (Community law) into national law by the date of accession. However, in the case of very recent EU legislation which entails significant investments and/or infrastructure upgrades, member states may negotiate transition periods beyond the accession date. Malta has been granted transitional arrangements in the areas of volatile organic compound emissions from the storage of petrol, packaging, urban wastewater treatment, drinking water, the discharge of dangerous substances, large combustion plants and the Birds Directive.
