Poland Summary


Poland (312,685 sq km; 38,646,023 inhabitants) is a republic. The environmental legislation is the responsibility of the national Ministry of Environmental Protection.

The Polish environmental situation has improved since 1989 due to the decline of heavy industry and increased environmental concern by post-communist governments. Air pollution remains a serious issue because of sulfur dioxide emissions from coal-fired power plants, and the resulting acid rain. Water pollution from industrial and municipal sources and hazardous waste disposal are also major problems.

Poland entered the European Union on 1 May 2004. Under the terms of the accession negotiations, candidate countries are obliged to transpose the environmental acquis (Community law) into national law by the date of accession. However, in the case of very recent EU legislation which entails significant investments and/or infrastructure upgrades, member states may negotiate transition periods beyond the accession date. Poland has been granted transitional arrangements in a number of areas including the recovery and recycling of packaging waste (until 2007), waste landfill (until 2012), shipments of waste (until 2007), and integrated pollution prevention and control (until 2010).
