Spain Summary


Spain (504,782 sq km; 40,037,995 inhabitants) is a parliamentary monarchy. Environmental regulation is issued by the Parliament and by the Ministry of Environment. The Spanish Constitution establishes that the autonomous communities (Spain is divided into 17 provinces) may regulate “environmental management issues”.

Spain’s main aim is to promote growth and sustainable development, and the reasonable exploitation of natural resources. The Ministry of Environment has elaborated a National Plan on Urban Waste, a Strategy for Biodiversity, and a Forestry Strategy. At present, it is working on a Strategy for Sustainable Development.
