Introduction

Russia is not a member of the European Union. In 1994, it concluded a partnership and cooperation Agreement with the EU. There have been initiatives for cooperation in a number of areas, but thus far packaging has not been high on the list of priorities. The Russian government has not expressed any official intent to harmonize its legislation with the EU packaging and packaging waste laws.

Today in Russia, federal legislation on packaging and packaging waste is virtually non-existent. There are some standards on packaging and treatment of packaging wastes in the Civil Code and in the chapters "About environmental protection" and "About wastes of production and consumption". Federal packaging legislation is being considered, however.
