Brazil has been a regional leader in energy efficiency standards and labeling over the lpast decade. Voluntary government-sponsored programs promoting energy efficiency have existed in Brazil for years. A 2001 federal law (Law 10.295) and its implementing decree (Decree 4059/2011) called for the promulgation of either maximum energy consumption or minimum energy efficiency standards ("MEPS") for all energy-consuming equipment. Since then, Brazil has issued mandatory MEPS for several product categories, although electronics have not yet been addressed. The country has been more aggressive in the development of energy efficiency labeling. Initially a voluntary effort, over time labeling has become mandatory for numerous products. As of early 2012, televisions with CRTs and plasma, LCD and projection screen TVs are the only electronic products covered by mandatory labeling requirements, but mandatory labeling for other electronics, such as set-top boxes and monitors, is under consideration.
