North Carolina has not yet enacted legislation or regulations that restrict the substances that may be used in electronic devices.  However, the North Carolina General Assembly has authorized the state’s Environmental Review Commission to study whether and how the state should regulate mercury and brominated fire retardants.  In addition, the state has published general guidance on reducing mercury through the use of alternatives.
