Croatia is an accession country to the EU and it will become a full member of the European Union on 1 July 2013. In light of its pending accession to the EU, Croatia has adopted legislation to bring its legal system in line with EU law. In respect of packaging and packaging waste, Croatia adopted laws that are intended to transpose Directives 94/62/EC and 2004/12/EC.

Croatia has adopted the Waste Act ("Zakon o otpadu", Official Gazette No. 178/04, 111/06, 60/08, 87/09, hereinafter "the Waste Act") which sets forth general provisions regarding waste and waste management. Two legislative instruments based on the Waste Act deal specifically with packaging and packaging waste. These are the Ordinance on packaging and packaging waste ("Pravilnik o ambalaži i ambalažnom otpadu", Official Gazette No. 97/05, 115/05, 81/08, 31/09,156/09, 38/10, 10/11, 81/11, 126/11, hereinafter, the "Ordinance") and the Decision on requirements regarding packaging labeling ("Odluka o uvjetima označavanja ambalaže", Official Gazette No. 155/05, 24/06, hereinafter, the "Decision") which stipulates in more detail the requirements for labeling and marking of the packaging.
