Since July 1, 2008, Stewardship Ontario has operated the Municipal Hazardous and Special Waste ("MHSW") Program, with mandatory recycling of single-use dry cell batteries, among various other product categories, funded by stewardship fees. On July 1, 2010, Phase 2 of the MHSW Program took effect and briefly expanded the scope of coverage to include all other battery types, with the exception of lead acid automotive batteries, but this expanded scope lasted only a few weeks. On July 20, 2010, the Ontario government suspended Phase 2 and on October 12, 2010 the Province permanently cancelled Phase 2 (and the fees associated with it), leaving in place Phase 1 of the program only. As a result, the MHSW Program presently imposes stewardship requirements only on primary batteries.
